What Is a Mature TEM Program? A Benchmark Checklist for Enterprises

A mature Telecom Expense Management program is one where inventory, invoices, contracts, and payments are all connected to the same system of record, updated automatically, and used by finance, IT, and procurement without argument. If any of those four pieces is still living in a spreadsheet or a shared mailbox, you are somewhere earlier on the maturity curve.

That’s fine. Almost everyone is. The point of a benchmark is not to feel bad about where you are. It is to know where you are, so you can decide what to fix first.

What Does a Mature TEM Program Actually Look Like?

Here is the checklist we use when we walk into a new environment. See how many you can honestly check off today.

Inventory

Invoice Intake

  • Every invoice retrieved automatically, regardless of vendor format (API, EDI, RPA, email).
  • No shared mailbox as the intake mechanism.
  • A master invoice schedule that detects missing invoices before due dates.
  • Line-item level data extraction on every invoice.

Contract Compliance

  • Every contract indexed with rates, terms, and conditions searchable at the line-item level.
  • Every invoice audited against the contract, monthly, at the line-item level.
  • A dispute workflow that tracks recovery from flag to credit.
  • Historical dispute data feeding into future contract negotiations.

Payment and Allocation

  • Invoices approved and paid ahead of due dates, consistently.
  • Allocations tied to business structure, not just the general ledger.
  • Showback or chargeback data available to business units.
  • Taxes, fees, and surcharges properly attributed and validated.

Reporting and Governance

  • Consolidated reporting across inventory, spend, and payment status.
  • Real-time visibility for finance, IT leadership, and procurement.
  • No single-person dependency for institutional knowledge.
  • A defensible answer for “what are we paying, to whom, and why.”

If you checked most of those boxes, your TEM program is genuinely mature and you probably do not need us. If you checked half, you have a real opportunity. If you checked a handful, you are where most enterprises are, and the fastest path forward is usually to start with automating invoice intake and building the master invoice schedule.

How Do You Reduce Dependency on Institutional Knowledge?

This is the question that keeps CFOs up at night, and it should. If two people in your organization know how the telecom environment actually works, you are one resignation letter away from a very bad month.

The fix is not documentation. Documentation goes stale. The fix is a system that captures the operational reality in real time, so the knowledge lives in the platform, not in someone’s head.

  • Every invoice arriving through automation, not through a person’s inbox.
  • Every circuit and account documented in the inventory, not in someone’s spreadsheet.
  • Every contract loaded and indexed, not filed in a shared drive nobody remembers the path to.
  • Every dispute and every credit logged, so history is queryable.

When you get there, an employee leaving becomes a knowledge transfer conversation, not a crisis.

A Real Scenario

A publicly traded company grew through acquisition. Six acquisitions in five years. Every acquired company came with its own telecom vendors, its own invoices, and its own institutional knowledge. Some of the acquired companies had one person who understood the environment. Some of them had zero.

By the time the parent company got around to consolidating, three of the six knowledge-holders had left. Reconstructing the environment took nine months and a lot of billable hours. A mature TEM program would have made that a nine-day project.

Where to Start

Pick one area. Automate invoice intake, or build the master schedule, or centralize the inventory. Any of the three creates the foundation for the others. Trying to fix everything at once is how these programs die on the vine.
